ACTION: Council members took the following actions: Approved on second reading an ordinance amending ordinance No. 2712, the city of Glasgow annual budget for the July 1, 2010, fiscal year through June 30, 2011, by appropriating $220,309 from the unappropriate general fund balance, $5,263 from the unappropriated cemetery fund balance and $30,909 from the unappropriated landfill fund balance for the purpose of funding additional health insurance and Medicare costs for the city of Glasgow; approved on first reading an ordinance amending ordinance No. 2712, the city of Glasgow annual budget for the fiscal year of July 1, 2010, to June 30, 2011, by receiving an insurance check in the amount of $9,191.85 for the police department other revenue account and appropriating from the unappropriated general fund $10,412.77 to the police department maintenance and repairs account for the purpose of repairing damage to a 2010 police vehicle; adopted a resolution adopting the Sept. 20, 2010, unanimous recommendations of the Joint City-County Planning Commission concerning the zone change application of Ralphies Properties; approved on first reading an ordinance amending Glasgow zoning ordinances rezoning the property at 702 Happy Valley Road, containing 7.2 acres total, more or less, from I-1 to B-2 classification; approved on first reading an ordinance for the city of Glasgow for illicit discharge and detection; approved on first reading an ordinance for the city of Glasgow for post-development stormwater management; and adopted a resolution approving inspection and maintenance agreement of private stormwater management water quality BMPs.
