IN MINUTES: Tompkinsville City Commission, Feb. 27, 2014


ACTION: Commissioners took the following actions: Approved minutes of Jan. 23 regular meeting and the Feb. 12 special-called meeting; agreed to research filing a quit claim deed to a dead end street that has been maintained by the one resident living on the street for more than 40 years; agreed to get TDS, a landfill company in Union Hill, Tenn., to help with the city’s trash route until repairs could be made to one of the city’s trash trucks; agreed to replace a tile on Pearl Street with the resident requesting the work to pay for the materials; agreed to make Sawyer Veach a full-time employee, working 40 hours per week, on a temporary basis at the same pay he is now earning; approved on second reading an ordinance regarding damaged gas line charges; agreed to switch to Kentucky state unemployment insurance service rather than using the Kentucky League of Cities’ Funding Trust; agreed to award a bid to Scotty’s Paving for the resurfacing of the tennis courts at the city park; agreed to readvertise for bids to remove hay at the city’s industrial site; agreed to grant South Central Rural Telephone Cooperative permission to install fiber optic line along city’s right-of-way on Cap Harlan Road; agreed to let police chief Dale Ford to collect delinquent occupational licenses from business owners; agreed to allow Monroe County 4-H to do Easter egg hunt at city park on April 18 at night and to allow commissioner Scotty Turner to talk to his wife, Susan Turner, Monroe County Extension Agent for 4-H and Youth Development, about not charging $5 per person for the event; agreed to table action on payment received from resident who damaged a gas line; agreed to begin leaving city park open until 10 p.m. on March 9; agreed to do heavy trash pick up the same day as regular trash pick up day March 31 – April 4; agreed to publish an apology letter in a newspaper regarding a matter involving LaTia’s gas bill stating the restaurant owner was not at fault; and approved on second reading an ordinance establishing a civil penalty for violating the “Call Before You Dig” rules and causing damage to city gas, sewer, water and other lines.

ANNOUNCEMENTS: Mayor Jeff Proffitt announced that city and state and local soil conservation officials will meet at 1 p.m. March 4 to discuss funding for dam improvements.

REPORTS: Commissioners heard the following reports: RussMar and maintenance.

DISCUSSION: Commissioners discussed the following: Credit/debit card machine service charge; financial update and Monroe County Water District proposal.

CLOSED SESSION: Commissioners met in closed session to discuss litigation, personnel and property issues. Upon resuming their open session, an announcement was made to raise city hall employee Crystal McPherson’s pay by 28 cents per hour and to grant Timmy Walden, maintenance supervisor, a raise to $16 per hour and to make his pay increase retroactive to the expiration of his six-month probationary period.
