Gambling talk, cold medicine dominates week

FRANKFORT — First it was redistricting which dominated every conversation in the 2012 General Assembly. Lawmakers couldn’t resolve that issue and it’s now before the state Court of Appeals which is expected to seek to transfer the case to the state Supreme Court.

Now expanded gambling dominates the session. On Tuesday, Gov. Steve Beshear and Sen. Damon Thayer, R-Georgetown, introduced a constitutional amendment to allow up to five casinos at horse tracks and two free-standing casinos. But what Beshear characterized as “a simple amendment” quickly became mired in questions about its wording, especially a provision to prohibit casinos within a 60-mile radius of horse tracks.

That allowed opponents another avenue of criticism, claiming it guaranteed casino licenses and a monopoly to a single industry.
