On Aug. 25, when Debbie Tinsley came home, her son told her some guy kept calling and saying it was urgent that he speak with her.
She noticed then she also had several missed calls on her cell phone from the same number. So she returned the calls, and a man introduced himself as Trooper Jonathan Biven and told her she’d won a new car in the raffle to benefit Trooper Island.
She hung up.
