Both sides of an ethics dispute and the panel charged with hearing and making a finding on it all agreed on one thing: Barren County’s Code of Ethics ordinance needs an update.
The ordinance was originally adopted in 1994 and was amended in 1996, but not since then.
Jailer Matt Mutter filed a complaint Sept. 5 with the ethics commission that was set up by the ordinance, expressing his concern that Magistrate Chris Steward had attended a retirement dinner for former jail employee Sharon Houchens, who has a lawsuit pending against the county, because he felt it could cloud Steward’s judgment when making any decisions about the litigation.
