Bylaws that were supposed to be created 20 years ago are getting closer to becoming a reality after a second working session of the Barren-Metcalfe Emergency Communications Governing Board earlier this week.
A 1993 interlocal agreement among the governments of Barren and Metcalfe counties and the incorporated cities in those counties created the Barren-Metcalfe Emergency Communications Center so dispatching services would not be so fragmented. The agreement specified the composition of the board, the members of which were then supposed to produce bylaws but never did. Last year, the parties involved started delving into the best way to proceed with updating the official relationship, and it was determined that because things have happened that make the original agreement outdated, it needs to be brought current first, before the bylaws are produced.
The group has convened for two working sessions this year to review the original document, going paragraph by paragraph and discussing and finding consensus on changes to be made. No actual votes are taken in working sessions.
At its gathering Tuesday, the group members checked a written version of the changes they discussed at their previous working session and then picked up with the section of the document where they left off in January.
For example, the original agreement specifies a chair, vice chair and combined secretary-treasurer. Glasgow Mayor Rhonda Riherd Trautman suggested the secretary and treasurer be separate offices, based on the amount of work each would have.
