GDP SOP vote elicits discussion

GLASGOW — The second reading of a motion at Monday night’s regular Glasgow City Council meeting brought about a lengthy discussion and almost brought the tabling of an item on the agenda.

The Glasgow Police Department’s standard operating procedure (SOP) manual was up for repeal at the meeting, along with approval of a municipal order to adopt a new SOP, and the motions met with some opposition from four city council members.

“I feel I need more time to review [the new SOP] and I would like to postpone this in order to be able to review it properly,” said Councilwoman Linda Wells.

Wells was supported by fellow councilwoman Stacy Norman Hammer in wanting to leave the SOP as it was until the council could further review the new document.

“We compared it to the old one and I think there are some things we need to look at,” Hammer said.

The previous SOP was last revised and adopted in 2007 and Chief Guy Turcotte “deemed it necessary to revise and update the existing ‘SOP’ of the Glasgow Police Department for more efficient administration of said department,” stated the repeal ordinance presented before council on Monday.

Changes were also needed before the accreditation assessment of the GPD being made by the Kentucky Association of Chiefs of Police, which is scheduled in July.
