Ky. Department of Corrections responds to Steward allegations about jail inspection report

GLASGOW — Following a magistrate’s public allegations that a Kentucky Department of Corrections employee wrote a false report of her Barren County Detention Center inspection, a department representative expressed absolute confidence in DOC employees’ abilities.

Lisa Lamb, director of communications for the Kentucky Department of Corrections, said Wednesday afternoon that she had been informed of the comments Magistrate Chris Steward made in Tuesday night’s fiscal court meeting about DOC Jail Inspector Tracey Reed’s report.

Reed conducted a routine, unannounced inspection of the Barren County Detention Center on Nov. 27. The official report following the inspection noted that the BCDC had “slight overcrowding,” which didn’t require action from the DOC.

In an e-mail to Barren County Judge-Executive Davie Greer, Reed complimented the jail for its condition.

“I want to commend the staff as well as Jailer [Matt] Mutter at the Barren [County Detention Center] for taking pride in this facility and keeping it working as smoothly as they do,” Reed wrote. “I found no non-compliance items during my visit and had no inmate complaints.”

Steward said during the Dec. 18 fiscal court meeting that he did not believe there could be a county jail full of inmates that have no complaints about anything and therefore Reed’s report should not be deemed credible.

“That is not a credible report and it is not to be believed,” Steward said during fiscal court.

The DOC did not have a formal response to Steward’s allegations against Reed, Lamb said when interviewed Wednesday, but she had no doubt that Reed conducts all her inspections and reports properly.

“All our employees are trained professionals,” Lamb said. “We have full faith and confidence in our jail inspectors.”
