The city of Cave City is now a certified drug-free workplace.
City council members voted Monday night to approve a drug- and alcohol-free workplace policy, explaining the purpose and stating the goals of the city.
“This is obviously a very good thing,” said Councilman Gary Hogan.
Council members discussed the policy and asked questions before giving it final approval.
“Will you test them at random?” asked Councilwoman Carol Ford.
Robert Smith, code enforcement officer, said city employees will be randomly tested.
There are several reasons why the city chose to become a drug- and alcohol-free workplace, one of which relates to the receipt of federal funds.
The Drug-Free Workplace Act of 1988 requires some federal contractors and all federal grantees to agree to providing a drug-free workplace in order to receive a grant from a federal agency.
Other reasons, according to the policy, are: to receive a decrease on workman’s compensation insurance to the tune of about $740 per year; reduce absenteeism and tardiness, and to increase the productivity of all employees of the city; help ensure the city’s reputation and its employees throughout the community; inform employees that testing for controlled substances and alcohol is a required condition of employment with the city; and to provide leadership in helping curb the abuse of alcohol and drugs throughout the community and the state.
The policy does not apply to city council members, the fire chief or to volunteer firefighters because they are not city employees. At one time the fire chief received a stipend for his duties, but according to Smith the fire chief no longer receive any type of pay for the work he does.
