Plans for a new hotel in Glasgow are moving forward; it’s expected to be a Holiday Inn Express.
“We are really excited to bring this facility in town,” said Vikram Patel, president and co-owner of Glasgow Hospitality Inc., the company formed for the enterprise.
Patel has teamed with two others who are remaining silent partners for now, he said, and they have purchased the property.
Patel is also owner and president of Sleep Inn and Suites and Comfort Inn in Cave City.
“We wanted to bring a first-class facility to Glasgow. There are already Comfort Inn and Days Inn in the area,” he said. “We wanted it to be something upper tier, and the Holiday Inn Express provides that.”
The plan calls for 74 rooms, an indoor swimming pool, a meeting room and other amenities, Patel said.
“Holiday Inn Express brings a mixture of good quality and good pricing to the customer,” he said.
The Joint City-County Planning Commission approved a rezoning of approximately half the property, and Glasgow City Council passed two readings of an ordinance, with the second on June 10, finalizing the rezoning for 1.8 acres of property approximately 260 feet east of Wall Street’s intersection with North L. Rogers Wells Boulevard (U.S. 31-E) from light industrial to general business. At the time, the applicant – Patel – said he wasn’t sure which branding the proposed hotel would have.
The property that was rezoned was only part of the total acreage of the 3.514-acre site in the preliminary development plan, and since then, the address has been designated as 208 Wall St., next to Axis Salon & Spa.
From one direction, it would be behind BB&T, O’Reilly Auto Parts and Tire Pros, all of which face Smith Road, an access road parallel with Wells Boulevard, and it would also be behind El Mazatlan restaurant on West Cherry Street.
The preliminary development plan, which was approved with some conditions by the planning commission this week shows 83 parking spaces. The spaces include the appropriate number of handicapped-accessible ones, plus six designated recreational vehicle parking spaces, according to the planning staff’s report, which Thom Kendall, planning administrator, reviewed at the commission’s meeting.
Two planned entrances onto Wall Street have Department of Public Works Superintendent Kurt Frey’s approval. The storm drainage plans include two proposed detention basins, with the remaining runoff expected to be at a slower rate than allowed by the current site grading, according to the report.
Coordination with the Glasgow Water Co. for proposed water and sewer construction is under way and fire hydrant placement has been approved.
The three-story structure may be in the portion of airspace for the Glasgow Regional Airport that requires notification to the Federal Aviation Administration, so certain documentation has to be submitted to the FAA and the Kentucky Airport Zoning Commission, Kendall said.
Patel said their engineering company – American Engineers Inc. – is handling that for them. The airport contracts with AEI, so the firm has staff members already familiar with any potential restrictions.
“At one point we were thinking four stories; with that it was more of a concern,” Patel said, adding that he’s been told the height is lower than the T.J. Pavilion, which is closer to the airport.
Other than a few other details that need to be ironed out, the main change required before the final development plan can be approved, Kendall said at the meeting, pertains to a buffer along the hotel property where it adjoins a residential area. Any development in an area with general business district zoning must have a landscape buffer area of at least 10 feet when adjoining residential areas and the current plan does not have one.
“Definitely we’ll take care of that. That’s not a problem at all,” Patel said.
Holiday Inn Express’ guidelines for landscaping are even stricter than the city’s, he said.
“It will have nice curb appeal,” Patel said.
The plans are going through the final stages of development so they can get approval from Holiday Inn Express, the bank and the planning commission, he said.
“Our goal is to start construction spring of next year,” Patel said, adding that the average construction time is 10 to 12 months. “Hopefully, we’ll open spring of 2015.”
