MEETING: Metcalfe Fiscal Court

DATE: May 13, 2008

ACTION: Magistrates approved on first reading an ordinance amending the county’s 2007-08 budget by $1,000 for a spay and neuter grant; approved on second reading an ordinance adopting the county’s 2008-09 budget, which totals $8.7 million; adopted a resolution authorizing the execution of a $10,256.41 grant for the 2008-09 fiscal year to refurbish ambulances; agreed to enter into an interlocal agreement with the city of Edmonton to build a spec building on the industrial park located on Ky. 163; agreed to create a new position that will require someone to be on call nights and weekends to sign domestic violence orders when the circuit court clerk is not available; agreed to increase the county’s mileage reimbursement to 45 cents per mile; approved the monthly financial report; approved budget and interfund transfers; approved claims; agreed to accept a $16,000 matching grant for the Branstetter Park Recreational Trail project; approved the county’s five-year solid waste plan; and appointed Karan Linkous to the Metcalfe County Nursing Home Board of Directors.

DISCUSSION: Magistrates discussed an application for a Community Development Block Grant to fund the creation of a handicap-accessible entrance to the Historic Metcalfe County Courthouse and to install an elevator in the building. They also discussed the remodeling status of the new building for the sheriff’s office, which is now located on the second floor of the courthouse but will be moved to a one-level building on Edmonton’s public square. Magistrates were informed that a representative from the Kentucky Division of Forestry has looked at the trees around the courthouse and marked the ones he would like an arborist to look at to see if they can be saved. Some of the trees were damaged by a recent storm. Magistrates were also informed that Industrial Drive, which was once a county road, will now be a state secondary road.

PUBLIC HEARING: A public hearing was held for magistrates to hear comments regarding the county’s receipt of County Road Aid and LGEA funds. No comments were received. The county is to receive $787,000, which will be used to make improvements along county roads.
