County, city plans differ on landfill By MELANIE THOMAS Glasgow Daily Times GLASGOW — The Barren County Fiscal Court passed a resolution Tuesday determining the Glasgow landfill to be inconsistent with the Barren County solid waste management plan.
“The city currently has permitted up all of the (landfill) airspace that has been allocated by the solid waste plan,” said Shannon White, Barren County solid waste coordinator. The solid waste plan is a five-year tool that allocates airspace for landfills, outlines actions for illegal dumps and sets recycling goals, White said. The Glasgow City Council is seeking to modify its landfill permit to expand the landfill’s capacity and the liner design to keep the landfill less likely to destruct. The city has a permit to operate the landfill but the city and county plans must coincide. “Nothing the city does in their landfill can be inconsistent with the county solid waste management plan,” said Jim Wade, vice president of Nesbitt Engineering, the city’s landfill consulting firm. The city wants to expand the capacity by 81,200 tons and airspace volume of 135,282 cubic yards, which piles up to be less than one year of waste space. The airspace is vertical space, not horizontal, Wade said. “It’s just the way the design worked out with the incidental increase,” Wade said as he addressed the court. The design will make it cheaper to construct, he said. The county has to allocate air space for landfills but the current solid waste plan doesn’t accommodate the extra 81,200 tons, which is where the inconsistency lies. The city will come back after a 30-day grace period and ask the court to amend the solid waste management plan to accommodate the expansion, Wade said. There will be another public hearing scheduled. The city will again come back a third time if the second resolution passes to ask for another determination of consistency for the revised solid waste management plan, Wade said. The court approved the purchase order for renovations to the sheriff’s office. When the office was built, I don’t think they planned for the future,” Barren County Sheriff Chris Eaton said. Two offices need to be split into three to be shared between Eaton and two detectives, he said. “There’s no room down there to maneuver,” Eaton said.
