Council to consider budget items

DANVILLE The Danville City Council Tuesday will consider amending the city’s capital improvement fund budget for the takeover of Renaissance Danville.

It also will consider approving special vouchers payable for the purchase of Renaissance property totaling $124,669.

The capital improvement fund budget amendment is needed to create additional line items for expenditures and revenues generated by both the assumption of Renaissance assets and the continuation of a similar program operated through the city’s Public Development Department.

City Comptroller Gayle Brandon would create an expenditure line item within the capital improvement fund titled Real Estate Purchase and a revenue line item titled Sales of City Property.

Brandon also would amend a capital improvements line item budget amount to $150,000 with funds coming from capital improvement reserves. Over the years, not all money from the community redevelopment portion of the telecommunications tax had been utilized.

The Renaissance program previously was funded through the city’s capital improvement fund, which is funded by the telecommunications tax. Under that revenue, 35 percent goes to community development and 65 percent goes to capital projects.

Last month, aldermen approved the city accepting the transfer of seven Renaissance-owned properties and assuming the non-profit’s $123,112 debt as Renaissance Danville Inc. dissolves.

Also at Tuesday’s city council meeting, aldermen will consider Mayor Scott Eisenhauer’s recommended appointments of William Westphal as the city’s new human resources administrator and Brandon to the Danville Housing Authority board.

Eisenhauer has delayed recommending persons to fill two vacancies on the DHA board since September.

Chip Hasselbring moved and Celestine Crockett’s term officially expired in September 2008, but by state law, she continues to serve.

Eisenhauer has stated he wants to make sure commissioners he appoints understand the community’s needs and interests.

In other business, aldermen will consider: establishing electrical and building commissions; vacating an alley in the 1400 block of Grant Street for Habitat for Humanity; and approving the Consolidated Annual Performance and Evaluation Report for Program Year 2008.
